What Is the HOPP Program in New York and Who Qualifies?

What Is HOPP?

The Homeowner Protection Program is a network funded by the New York State Attorney General's Office that connects homeowners with free housing counseling and legal services. The network includes more than 90 organizations statewide, ranging from nonprofit housing counselors to legal services attorneys.

As of 2026, Governor Hochul secured $40 million in state funding to continue the HOPP network through the FY27 budget. This is a fully funded, active program with real capacity to help.

What Services Does HOPP Provide?

Through HOPP network organizations, homeowners can access:

  • Free housing counseling (reviewing your finances, explaining your options)

  • Loan modification application assistance

  • Representation at mandatory settlement conferences

  • Foreclosure defense legal services (through affiliated legal aid organizations)

  • Referrals to attorneys for court representation

Who Qualifies?

HOPP services are available to New York State homeowners who are at risk of foreclosure. There is no income minimum or maximum to access basic counseling. Legal services organizations within the network may have income eligibility guidelines.
